Join DACOR for a fireside chat with former Deputy Secretary of State Stephen Biegun. Mr. Biegun will share his thoughts on U.S. foreign policy opportunities and challenges for the upcoming Trump administration in a conversation with Ambassador Deborah McCarthy. The discussion will be followed by a happy hour.
Stephen E. Biegun served as Deputy Secretary of State from 2019-2021. He was confirmed into the position by the Senate with a strong bipartisan vote of 90-3.
Stephen began his career as an international affairs specialist with the United States Congress, serving in both the United States Senate and House of Representatives with a focus on Russia, the former Soviet Union, and Europe, and ultimately rising to a number of senior-level positions including as chief of staff of the Senate Foreign Relations Committee and as the national security advisor to the Senate Majority Leader. He served two years as the Executive Secretary of the White House National Security Council, serving as an advisor and deputy to the National Security Advisor. From 1992-94, he was the Resident Program Director in the Russian Federation for the International Republican Institute.
Stephen has volunteered as a board member for several international, national and local non-profit organizations. He has served as an adjunct professor at the University of Michigan’s Ford School of Public Policy and has led mentoring programs for next generation United States foreign policy and national security leaders.
Ambassador (ret) Deborah A. McCarthy is an expert on U.S. foreign and national security policy. In her diplomatic career, she served as the U.S. Ambassador to Lithuania (2013-2016), Deputy Ambassador at the U.S. Embassy in Greece and at the U.S. Embassy in Nicaragua. In Washington, she was the Principal Deputy Assistant Secretary of State for Economic and Business Affairs, Deputy Assistant Secretary for Narcotics and Law Enforcement, Senior Advisor for Counter Terrorism and Special Coordinator for Venezuela.
Currently, she is a Senior Advisor on Cybercrime at the Department of State and the U.S. lead negotiator to the UN Ad Hoc Committee on Cybercrime. Just prior, she was a Fellow at Harvard University in the Advanced Leadership Initiative. From 2017 to 2023, she was the host and producer of the Academy’s podcast series “The General and the Ambassador ®”.
She is a non-resident Fellow at the Atlantic Council Scowcroft Center for Strategy and Security and at the Finnish Institute for International Affairs. She is a member of the American College of National Security Leaders and of the Advisory Council of the MSFS Program at Georgetown University.
Ms. McCarthy received a B.A. in Economics from the University of Virginia and a double MS in Economics and Foreign Service from Georgetown University.
